Addressing Health and Housing Disparities with American Rescue Plan Act Funds
The Green & Healthy Homes Initiative (GHHI) has developed this guidance, Addressing Health and Housing Disparities with American Rescue Plan Act Funds, to be a planning resource for communities impacted by COVID-19 that are interested in learning how ARPA funds can be used to address housing, health and energy efficiency improvement needs in homes. The document includes information about eligible uses of ARPA funds, local and state funding allocations, case studies of communities committing ARPA funding to housing repair and energy efficiency services, and tools to support engagement of communities hardest hit by COVID-19.
The pandemic has heightened health disparities in low income communities due to the existence of hazardous housing conditions and ARPA funding provides an opportunity for local jurisdictions to commit substantial funding for healthy housing interventions.
