OVERVIEW
The Green & Healthy Homes Initiative (GHHI) is a national non-profit organization that creates, implements, and promotes programs and policies to eradicate childhood lead poisoning, reduce asthma episodes and further the creation of green, healthy and lead-safe homes. GHHI manages local direct services programs that include housing interventions and is a leading provider of public policy and technical assistance services to government agencies, non-profits, and philanthropy. GHHI assists more than 50 jurisdictions across the nation, working in collaboration with local and federal agencies, and private and philanthropic partners to align, braid, and coordinate activities and create innovative funding sources. Each site involves stakeholders from government, philanthropy, and service providers and conducts in-home interventions, resident education and worker training/certification. GHHI provides technical support, tools, training, policy recommendations, and strategies in order to achieve innovations in government that reduce expenses and create wealth retention in communities.
DUTIES AND RESPONSIBILITIES
The Human Resources Manager develops, directs and implements specific HR strategies that align with the GHHI mission and business objectives; position also leads the HR function and serves as an HR leader for employees across the organization. The HR leader coordinates the activities and tasks of the organization on items such as, but not limited to developing position descriptions, recruiting, job posting, talent attraction and acquisition, performance management, legal compliance, compensation frameworks, benefit administration, performance planning and evaluation, providing or securing staff training and development, problem prevention, and on-boarding
KEY RESPONSIBILITIES:
Communication
• Communicate effectively and professionally in both formal and informal situations in accordance with high standards, recognizing that communication should be effective at various levels
• Ensure that communications from the HR department are clearly defined, effective, efficient and active and in accord with GHHI regulations
• Effectively communicate guidance and advisory material, on various HR matters, to management, departments and GHHI’s employees
• Take a pro-active role in the development and maintenance of HR communications
Service Delivery
• Take overall responsibility for the service delivery of the HR Department
• Work closely with the executive, senior and employee population to provide an integrated provision of service delivery in line with the GHHI’s mission and vision
• Develop, quantify, evaluate and monitor an appropriate set of performance indicators for the HR department
• Set the overall standard for the HR service, monitoring service levels, whilst maintaining overall quality standards and balancing conflicting demands
• Engage in a process of reviewing, modifying and monitoring the operation of the HR department in order to improve the quality of service, respond to the changing needs of stakeholders and ensure efficiency and effectiveness
• Take responsibility to ensure that employees/consultants working with the HR department have the support they need to provide quality service and to fulfil their roles
• Direct the work of the HR department to ensure delivery of its strategic and operational objectives
• Provide advice, guidance and leadership to employees on issues relating to Human Resources
• Identify and advise management of situations where external legal advice is necessary on a personnel matter, particularly in relation to Employment law
• Provide professional input and provide overall coordination for all stages of recruitment and including preparation of advertisements, pre and post interview documentation, interview arrangements, record keeping and compliance matters
Planning and Organizing and Managing Resources
• Take overall responsibility and accountability for the operational planning and requirements needed to run the day to day operations of the HR department including:
▪ managing the effective, efficient and economic use of physical, financial and human resources
▪ effective and efficient scheduling and management of employees within the department
▪ setting operational standards and monitoring progress against agreed criteria for the department
▪ preparing, negotiating and managing the department’s budget including identifying future requirement in terms of capital, revenue and employee budgets
▪ effective planning and prioritization of own time and resources and structuring work programmed to meet appropriate department and organizational deadlines
• Identify objectives and deadlines for employees within the HR department
• Ensure timely and relevant management information is available to support organizational planning
Plan, organize and coordinate:
• All processes relating to employment which can include:
▪ job descriptions
▪ HR contracts
▪ compliance
▪ maintenance, updating, distribution of up to date employment policies & procedures manual
• All processes relating to absence management, grievance and disciplinary procedures
• Sickness absences (including Occupational Health referrals), flexi-time, annual leave, employee appraisals and job evaluations
Initiative, problem solving and decision making
• Make recommendations across a wide range of highly complex issues, requiring analysis, interpretation, comparison of a range of options, taking into account legislation, health & safety and conflicting demands
• Contribute to collaborative decision making across the organization
• Apply creativity to devise varied solutions to problems
• Demonstrate initiative in recommending, contributing to or proposing strategic or operational changes and improvements at functional or corporate level
• Ensure that a robust understanding and approach to risk management underpins all relevant strategic and operational activities
• Contribute to the development, implementation and delivery of the organization ’s HR philosophy
Learning and Development
• Develop and enhance strategies and policies to maximize the skill set of employees so that they can deliver the objectives of their role
• Plan and develop the suite of training and development programs which are appropriate for each type and level of employee for inclusion within relevant appraisals process
• Review the internal and external training and development resources available and offered to employees ensure that they are of the highest standard and meet the specific needs of the learning and development organizational needs
MINIMUM QUALIFICATIONS
• Minimum of 8 years’ experience in a Human Resources Management Global experience is highly desirable
• Bachelor’s degree in either Human Resources or a business-related field required; an MBA or Masters in Human Resources Management is preferred
• Strong HR leadership and technical skills, with demonstrated business partnership experience in supporting integrations, growth, and business development
• Demonstrated success translating business strategies into organizational and HR strategies and actions
• Comprehensive HR experience, including a complete understanding of and hands-on exposure to the full mix of HR functions
• Experience working across a complex organizational matrix
• A track record of positive results creating programs/policies that have contributed to the growth and bottom-line profitability while enhancing or driving cultural change
• Viewed as someone who is sought out for their opinion and advice and who can forge and maintain close relationships across all constituencies; maintains strict confidentiality
• Effective negotiating and influencing skills
• Strong analytical skills with advanced knowledge of Microsoft Word, Excel, PowerPoint, and Outlook
• Must possess excellent verbal and written communication skills
